Shanghai actively promotes shipping innovation

Relying on the FTA, Shanghai actively promotes the opening up of the transport port and shipping industry. The ratio of foreign capital shares in international shipping and international ship management has been relaxed. At present, seven wholly foreign-owned ship management enterprises have settled in the FTA. Foreign investors are allowed to engage in international shipping cargo handling, international maritime container terminal and yard business in the form of sole proprietorship. The proportion of foreign ownership in public international shipping agency business has been relaxed to 51%. Relevant contents have been included in the negative list of the 2014 edition.
At the same time, Shanghai has expanded the pilot scope of the tax rebate policy at the port of departure. The suitable place of departure has been expanded from Wuhan and Qingdao to 8 ports along the Yangtze River and the coast, and the restrictions of the original specific transport enterprises and specific means of transport have been broken through, thus enhancing the attractiveness and radiation service capacity of Shanghai Port. Focusing on the optimization of the international ship registration system, Shanghai is carrying out the "Policy Study on the Implementation of the International Ship Registration System in China (Shanghai) Free Trade Pilot Area", focusing on solving the problems of high cost of ship registration and complex registration process.
In order to improve the shipping service system, Shanghai also actively innovates the shipping service function. With the support of the ministries and commissions of the state, China Ship Dynamic Monitoring Center and China Ship Oil Pollution Damage Claims Service Center have been approved to set up in Shanghai one after another; the Asia-Pacific Center for International Maritime Life Relief, Shanghai Average Adjustment Center of China Trade Promotion Conference and the Permanent Secretariat of Asian Classification Society have officially settled in Shanghai, further expanding the service functions of the shipping center. In terms of shipping insurance, nine shipping insurance centers have been put into operation in Shanghai and two have been approved for construction.
